According to the survey conducted by the CWLA (Child Welfare League of America) among public and private agencies around 48 states, 34,000 children are waiting to be adopted in a span of two years time. Many adoptive parents are in search of children who are healthy white infants and another 51 percent of them are waiting to adopt minority children. There are speculations in this process because of the openness in adopting. Legal adoption is also permitted along with interracial adoption. There are formal policies through which they can take charge of children from other communities and those who are infected with HIV infection.
